It's not even a very good mask. So we're definitely missing a right arm (as evidenced by a right shoulder also missing), and most of the left thumb. Definitely PSD.

I notice they left the cuff of the sweater...wouldn't want to compromise the product. And they added some really fake looking hair. Not sure why - the arm would have looked better in the same location.
And yes, the position of the remaining hand - wrapped around nothingness.

As far as I can tell she has her hand behind her neck. All we can see is her elbow, which is pointed directly at the camera. The rest of her hand/forearm is obscured by her hair.

I love how even though they've cut her shoulder, her hair is still resting on thin air. Also, the right hand side of the image seems to have been cropped, so her hair ends in a dead straight line.

Lol, that doesn't make you a persuasive designer, and I'm sure you'll find that the complete removal of her arm was an accident anyway (perhaps a hidden layer/folder, accidentally altered mask ... anything really, that could have been the fault of the artworker that cut it, or anyone else in the process really).
But again to re-iterate ... studying fine arts != persuasive/web/marketing design, they're completely different fields ... like a bus driver and a pilot - they both drive vehicles, but im sure a bus driver wouldn't claim he could fly a plane by proxy :p
... or equally a pilot wouldn't claim he could drive a bus.
(unless of course you find a bus driver with a polits license and a pilot that likes to drive busses ... but this analogy is getting way out of hand)
